German Navy Senior Chief Petty Officer Lars Raabe was appointed as the Command Senior Enlisted Leader (CSEL), Joint Warfare Centre (JWC), Stavanger, Norway, on 01 April 2020.

The Command Senior Enlisted Leader is at the pinnacle of the Non-Commissioned Officer (NCO) Ranks. He serves as a senior advisor to the Commander, the Command Group and the leaders in every level of the organization. The CSEL makes recommendations to the Commander on all matters pertaining to the Non-Commissioned members of the JWC. To ensure NCO development, utilization and engagement within the organization, the Command Senior Enlisted Leader ensures compliance with policies, priorities and adherence to standards and conducts effective NCO training and maintenance of discipline. He also represents the NCOs needs to leadership and oversees their professional development.

"I am proud and honoured to be appointed to this new position and to represent my fellow NCOs here at the JWC," Senior Chief Petty Officer Raabe said. "NCOs are the minority at the JWC, but they are, and I have no doubt, the backbone of this organization. The NCOs mainly serve in administrative and support functions, but together with our B-Grade NATO Civilians, the LWRs and the Host Nation employees, they keep our ship running and their individual performance guarantees the success of the JWC’s mission."

Raabe added: "My main focus will be on the well-being of our NCOs and their families as well as the professional development, utilization and recognition of our NCOs. The JWC is a great and unique place to serve for because of the work complexity and its multinational environment is built on a culture of professionalism, innovation and cooperation."

The document affects both Strategic Commands and outlines NATO’s growing expectations of its multi-national NCO Corps while focusing on a more methodical means of creating the best prepared and professional NCO. It also provides guidelines on how to effectively measure NCO growth and increase interoperability across the corps. (
