Chief Warrant Officer Philippe Devichi
Chief Warrant Officer Philippe Devichi was appointed as the Senior Enlisted Advisor (SEA), Joint Warfare Centre (JWC), Stavanger, Norway, on 22 August 2017.
His assignment to this position requires him to oversee the professional development and welfare of all enlisted soldiers (Non-Commissioned Officers) posted to the Centre.
He also serves as a spokesman for the JWC's Non-Commissioned Officers, or NCOs, bringing their needs forward to the Centre's leadership.
Chief Warrant Officer Devichi joined the French Army in 1983 with the Infantry and has been decorated several times, including the "Médaille Militaire", the highest French military recognition for the Non-Commissioned Officers. Prior to his assignment to the Joint Warfare Centre, Chief Warrant Officer Devichi served with NATO Joint Force Command Naples and NATO Headquarters in Brussels.
"It is a great honour to represent my fellow NCOs at the Joint Warfare Centre. The JWC is a great place to work because the mission is very important, and it provides a great multinational environment. Our host city of Stavanger has always been an exceptional host to NATO. Although the officers outnumber the NCOs at the JWC, the NCOs still hold many key functions here and their contribution directly impact the JWC's success," said Warrant Officer Devichi.
"As you may already know, for generations an NCO is recognized as the backbone of the Armed Forces who is committed to excellence and professionalism. In NATO, the NCO corps is pivotal to advancing greater technical, operational and strategic outcomes to successfully meet the increasing demands of an uncertain environment. Therefore, we must promote and employ the NCO talent management strategy within our organization to provide intellectual and professional capability for our staff and support further development of NCOs at all levels. I am currently engaged in establishing the guidelines on the role of the SEA within the JWC, and increasing the visibility of the NCOs. I highly recommend that everybody reads the NATO Non-Commissioned Officer Bi-Strategic Command Strategy and NCO Guidelines, signed by the SACEUR and SACT, along with their Command Senior Enlisted Leaders, on 15 September 2017. To my fellow NCOs, my message is: keep up with the good work and stay focused."

The document affects both Strategic Commands and outlines NATO’s growing expectations of its multi-national NCO Corps while focusing on a more methodical means of creating the best prepared and professional NCO.
