1gnc visit 5sep thumbnailSTAVANGER, Norway – Exercise planners and subject matter experts from NATO’s Joint Warfare Centre (JWC), and more than 300 external participants completed a 10-day Main Events List/Main Incidents List (MEL/MIL) Scripting Workshop today in Stavanger, Norway, providing realistic exercise content that supports all primary Training Objectives during Exercise TRIDENT JUPITER 2019-1.

Scheduled to be executed in November, the Computer-Assisted Command Post Exercise (CAX/CPX) will bring together the component commands of the NATO Response Force (NRF) 2020, Naval Striking Support Forces NATO (STRIKFORNATO), and multiple Nations to promote military interoperability and hone joint warfighting skills through realistic training.

Ultimately, Exercise TRIDENT JUPITER 2019-1 aims to train and certify the NRF 2020 component commands, and STRIKFORNATO as NATO Expanded Task Force.

The exercise will be directed by German Navy Rear Admiral Jan C. Kaack, Commander JWC.

In his opening remarks at the workshop on September 9, 2019, Kaack underlined that the exercise would benefit both the wide range of Training Audiences as well as the JWC. “We are here to make NATO better,” said Kaack. “We achieve this through the provision of complex operational level exercises and training to best cope with the threats of today, and through a focused warfare development, in order to make us fit for the future.”

“We, therefore, expect to maximize profit from your professional knowledge during this workshop for developing the MEL/MIL content designed to challenge our Training Audiences,” Kaack added.

Exercise TRIDENT JUPITER 2019-1 is based upon a NATO Article 5, Small Joint Operations scenario created and developed by the JWC.

U.S. Air Force Lieutenant Colonel Brandon Maroon, the Chief Content of TRIDENT JUPITER 19-1, said that on top of finalizing the content, the workshop also provided the opportunity to fully rehearse the JWC’s new Exercise Control (EXCON) Command and Control (C2) concept, dubbed as the “JUPITER Model”.

“The main goal of the workshop was to gather all of the trusted agents from the Training Audiences, participating Nations, and supporting Response Cells to finalize the storylines and script the injects that will ultimately feed into the respective strategic and operational level staffs during the execution phase of Exercise TRIDENT JUPITER 19-1,” Maroon explained.

He added: “The Rehearsal of Concept Drill allowed the lead members of EXCON to identify areas of improvement for the content delivery process through a series of coordination meetings while practising scenarios within an intense battle-rhythm designed to replicate the execution phase.”

According to Maroon, the workshop met its objectives. “HQ SHAPE, STRIKFORNATO, and Joint Force Command Brunssum, as well as component commands and national Training Audiences now have a synchronized script intended to trigger Training Effects at the appropriate levels of command in order to stimulate their Commanders’ decision making cycles, challenge NATO’s plans to counter a fictitious peer adversary, and present operational dilemmas related to the overall Primary Training Objectives,” he said.

TRIDENT JUPITER 2019-1 is the first exercise of the large-scale and highly complex “TRIDENT JUPITER 2019 Exercise Campaign” which consists of two multi-level Computer-Assisted Command Post Exercises directed by the JWC, as well as the one-level (tactical/land-centric) LOYAL LEDA 2020, which will be directed by the Joint Force Training Centre.

Asked his personal highlights of the workshop, Maroon said: “My personal highlight has been witnessing the Event Managers guide more than 300 scripters to develop their cross-functional storylines into credible and realistic challenges.” 

He added: “We now have a common agreement of the conditions and position of forces that will be represented at the beginning of STARTEX. After more than a year of planning, I am excited to see these storylines come to life and confident this exercise will prepare NATO for future challenges.”
